Bahamas Plans New, Increased Taxes For Cruise Guests

The Government of the Bahamas is proposing departure tax hikes for cruise passengers along with two new tax levies, all in a bid to substantially raise annual revenues from travelers who visit the destination by cruise ship.

If all of the planned actions move forward, the government will boost yearly revenues from cruise ship guests to about $145 million, up from the current $50 million.

Most Fees Could Take Effect in July 2023

A plan by the Bahamas government seeks to nearly triple the country’s annual revenues from cruise ship guests visiting either of the destination’s main ports, Nassau and Freeport, with some charges proposed to take effect next month, according to The Tribune, based in Nassau.

The changes are detailed in the Passenger Tax Amendment Bill 2023, which is slated to be included in the government’s fiscal budget.

The Bahamas currently levies an $18 per passenger departure tax, and that tax would rise by about 27%, to $23, for guests whose ships leave from Nassau and Freeport.

The tax would increase by about 38%, rising to $25 per passenger, for those who depart the country by sea from a private island, without calling at another port in the country.

The higher fee would affect many cruisers, since all of the major cruise lines operate private islands in the Bahamas, and itineraries frequently will bypass the two main ports.

Additionally, the bill creates a $5 tourism environment tax and a $2 tourism enhancement tax on cruisers arriving or departing the destination. All told, each cruiser leaving from Nassau and Freeport would be charged $30, while those leaving from a private island would pay $32.

As proposed in the bill, all but the tourism enhancement tax would take effect on July 1; the enhancement levy would follow on January 1, 2024.

None of the cruise lines have commented publicly on the proposals yet, and industry watchers believe that the major cruise trade groups are privately discussing the bill with Bahamian officials.

The Bahamas is a wildly popular cruise destination visited by virtually every major cruise line. The Nassau Cruise Port recently set a new cruise passenger record, when more than 28,000 cruise guests from several lines visited on one day in February 2023.

The port also recently emerged from a massive upgrade that took four years and cost $300 million. Work included the addition of a new berth and the refurbishing and repairing of all piers.

With the renovations, Nassau Cruise Port can now accommodate six cruise ships per day, including three Icon or Oasis-class ships.

The expansion of the port increases its capacity from 20,000 cruise passengers per day to over 30,000 cruise passengers per day. The port expects to welcome a total of 4 million cruise guests in 2023.

Cruise Line Investment in Bahamas Keeps Growing

Several of the major cruise lines also have made, or are in the process of making, significant investments in the Bahamas. Disney Cruise Line, for instance, recently announced the opening of its new island destination at Lighthouse Point, Eleuthera, in The Bahamas, set to debut in the summer of 2024.

Plans for the 700-acre beach retreat were announced in 2019, and the project represents an investment by the cruise line of up to $400 million. The cruise line already has a private island in the Bahamas, Castaway Cay.

Royal Caribbean also has big plans for a new destination in Nassau and is working with the Bahamian government to bring it to fruition.

The luxury-level Royal Beach Club at Paradise Island will be a public-private partnership that enables Bahamians to own up to 49% equity in the project, and local businesses will manage most of the guest experiences.

The plan received government approval in March 2023, and the beach club is slated to open in 2025.

Virgin Voyages Scraps Cruises After Guest Feedback

Virgin Voyages has unexpectedly decided to cancel four of its Resilient Lady cruises scheduled to sail from Melbourne and Sydney to New Zealand in early 2024. 

The move follows feedback from guests and travel industry partners, resulting in a shift towards offering more round-trip sailings within Australia.

Four Cruises Scrapped for Shorter Options

Virgin Voyages has informed local travel partners about the cancellation of four cruises onboard the new Resilient Lady, scheduled between January and March 2024.

The cancelled departures were initially set for January 23, February 2, February 14, and February 24, 2024, all sailing to and from New Zealand.

The decision came after feedback from guests and travel partners, indicating a preference for more round-trip sailings in Australia from Melbourne and Sydney.

A guest booked on one of the cruises posted the following quote in an email from Virgin Voyages: 

“We have received significant feedback from Sailors and travel partners about the voyages available, so we’re adjusting our sailing schedule to provide more round-trip sailings in Australia from Melbourne and Sydney.”

The four cruises onboard Resilient Lady would have sailed from Sydney and Melbourne to Auckland, and vice versa. Ports of call on the four voyages included Hobart, Tasmania, and Dunedin, Christchurch, Wellington, and Tauranga, New Zealand. 

Guests booked on the cancelled voyages will have the choice of receiving their cruise fare in the form of Future Voyage Credit and a bonus credit depending on their booked cabin category, or a full refund will also be available.

While the precise motivations behind the cancellations are yet to be officially clarified, several plausible speculations exist. The cancelled cruises were longer, which could have dampened the popularity.

The decision to shift from longer voyages to shorter, round-trip sailings within Australia might also be advantageous for Virgin Voyages in terms of operational costs. Shorter cruises require less fuel than longer ones, considering the shorter distances involved. 

Given the considerable expenses associated with fuel consumption in the cruising industry, this could lead to significant savings. According to online reports, the new, shorter cruises sailing around the Australian coastline will be available soon.

Resilient Lady is Newest in Fleet

The Resilient Lady is a 110,000 gross-ton cruise ship with a guest capacity of 2,700. As of June 2023, the Resilient Lady is sailing a series of cruises around the Greek islands from Pireaus. Ports of call include destinations like Santorini, Rhodes, Mykonos, Corfu, Greece; Bodrum, Turkey; Split and Dubrovnik, Croatia; and Kotor, Montenegro.

In October this year, Resilient Lady will reposition to Australia during three separate voyages from Athens to Dubai, Dubai to Singapore, and Singapore to Sydney.

Virgin Voyages operates three identical ships, Scarlet Lady, Valiant Lady, and Resilient Lady. Another, Brilliant Lady, is on order and expected to be delivered later this year. 

Known for its unconventional offerings, Virgin Voyages provides a unique cruising experience. The cruise line has broken away from buffet-style dining and instead focuses on diverse culinary experiences. The company has more than 20 distinctive restaurants onboard its ships, all included in the cruise price.

Virgin Voyages also boasts novel features like Squid Ink, the world’s first tattoo studio at sea, and entertainment that includes immersive and interactive theatrical performances, modern dance shows, and live music performances across multiple venues.

Many Cruisers Show Preference for Smaller Cruise Ships

Cruise industry watchers know that the vacation-at-sea option is in comeback mode, big time, as pandemic fears have all but dissipated and travelers are eagerly resuming their global explorations.

On June 6, a leading travel protection company revealed results of a new survey that show what is motivating today’s cruisers, and chief among them is a preference for sailing on smaller ships.

Results Indicate Vessel, Destination Choices

The results of a new survey by Global Rescue, a firm providing medical, security, evacuation, and other travel protection services, offer some surprising insights into what makes today’s cruisers tick, including what kinds of ships they prefer and where they are most interested in going.

According to the Global Rescue Spring 2023 Traveler Sentiment and Safety Survey, fully half of respondents who plan to cruise this year will embark on smaller ships that accommodate less than 800 guests. That compares to 11% who will sail on cruise ship with more than 3,500 guests.

The survey found that 17% of respondents prefer ships that carry between 800 and 1,499 guests; 20% favor ships with capacity for between 1,500 and 2,500 guests, and the same percentage chose larger ships that accommodate between 2,500 and 3,500 guests.

Smaller cruise ships are easier to maneuver and have greater port access compared to mega-cruise ships. The smaller capacity ships open up river cruising, visiting tucked-away harbors, exotic locales, pristine beaches and remote places or ports where larger ships can’t reach,said Michael Holmes, vice president of marketing for Global Rescue.

The survey questions also delved into the kinds of destinations this year’s cruisers are most interested in visiting. Tropical cruise destinations are preferred by 21% of respondents, followed by glaciers at 14%, and fjord cruising at 12%. The survey found other leading destinations this year, including river, transocean, fall foliage, and Panama Canal voyages.

Forty-five percent of cruisers who participated in the survey, all of whom are current or former members of Global Rescue (the company operates on a membership basis), also indicated that, even with inflation and concerns of a possible recession, they are prepared to pay higher travel costs.

Continued Growth in Cruise Volume Expected

Overall, Global Rescue found that cruising has returned as a robust vacation options. In fact, the survey found that 40% of respondents have either taken a cruise since the pandemic started or will cruise in 2023. These indications mesh with other industry sources.

The 2023 Cruise Lines International Association (CLIA) State of the Cruise Industry Report predicts that cruise volume this year will exceed 2019 – the year before the pandemic hit. CLIA’s report states that 31.5 million travelers will cruise in 2023, compared to 29.7 million in 2019.

Furthermore, CLIA sees continued growth, predicting that 36 million will cruise next year, and in 2027 the number will jump to 39.5 million cruisers. The industry will respond to the growing numbers of cruises guests with a slew of new vessels; according to CLIA’s industry order book, 44 new ships will debut between 2023 and 2028.

A Predicted Comeback Year Materializes

The 2023 comeback has been documented by cruise lines, too, with many of the top lines reporting banner Wave Season bookings at the start of this year.

Luxury line Cunard this year reported its busiest Wave Season in the past decade, while Holland America Line set its highest weekly booking level ever recorded in January, when bookings jumped by 20% compared to the same time frame in 2019, for example. Both are Carnival Corporation brands.

In its first quarter earnings report last month, Royal Caribbean Group said its brands were operating above the historical levels it had reached pre-pandemic. The group owns Royal Caribbean, Celebrity Cruises, and top luxury line Silversea Cruises.

Royal Caribbean Testing Alternative Fuel on Two Cruise Ships

As the cruise industry continues to seek sustainable alternatives to traditional fuels, Royal Caribbean Group is set to break new ground this summer with extended testing of biofuels on two of its ships, Celebrity Cruises’ Celebrity Apex and Royal Caribbean International’s Symphony of the Seas.

Both the Oasis-class cruise ship and the Edge-class cruise ship are sailing in Europe this summer, fast becoming a testing ground for cruise ships using biofuels and other alternative fuel sources. 

A New Milestone for the Industry

Royal Caribbean Group has announced it will be performing extensive testing of biofuels this summer on two of the group’s cruise ships.

This innovative test, set to take place in Europe, marks a significant step in the industry’s transition towards cleaner energy. Both the Celebrity Apex and the Symphony of the Seas will use sustainable biofuel to meet part of their fuel need. This move will provide valuable data on the potential of this cleaner fuel and its supply chain infrastructure. 

The three-month test will start with the Celebrity Apex departing from the Port of Rotterdam and Symphony of the Seas sailing from the Port of Barcelona.

The sustainable biofuel blend utilized in the trial, produced by purifying renewable raw materials like oils and fats, promises a reduction in the ships’ carbon emissions. According to Jason Liberty, President and CEO of the Royal Caribbean Group, the company sees biofuels as a significant player in achieving decarbonization goals.

“Biofuels will play an increasingly important role in achieving not only our own, but the entire maritime sector’s decarbonization goals in the short and medium term. We take great pride in continuing to push our industry forward in exploring innovative fuel solutions that reduce carbon impact and preserve the vibrancy of the oceans we sail,” Liberty said.

Forward-thinking and Future-oriented

Following the completion of the trials, Royal Caribbean Group plans to scale up the use of biofuels across their fleet, particularly in their upcoming European summer sailings.

The intention is not just to enhance their ships’ ability to reduce emissions, but also to ensure sufficient availability of biofuel and the necessary infrastructure for its use.

”With the completion of the trials, our hope is to advance our ships’ ability to meaningfully reduce emissions and propel forward strategic partnerships with suppliers and ports to ensure there is sufficient availability of biofuel and infrastructures to make maritime energy transition a reality,” according to Liberty.

European Season Cruises

The 228,081 gross tons Symphony of the Seas, with a double occupancy of 5,518 and a maximum of 6,780 guests, will offer seven-day cruises out of Civitavecchia and Barcelona this summer. Ports of call include Naples, Italy; Palma De Mallorca, Spain; Marseille, France; and La Spezia, Italy.

The 130,818 gross tons Celebrity Apex is set to sail various European cruises, starting in Northern Europe, the UK, and Iceland, and later repositioning to the eastern Mediterranean.

Princess Cruise Ship Rescues 67 People From Stricken Vessel

In a remarkable act of maritime solidarity, the Sapphire Princess, operated by Princess Cruises, rescued 51 passengers and 16 crew members from a distressed expedition ship in Glacier Bay, Alaska, following an engine room fire.

The incident occurred early in the morning of June 5 while the Sapphire Princess was en route to Glacier Bay. No guests or crew were injured during the incident.

Swift Response to a Distress Call

The Princess Cruises Gem-class cruise ship Sapphire Princess was alerted by the US Coast Guard to assist the Wilderness Discoverer, a small vessel from Adventure Smith Explorations. 

The expedition ship had become disabled in Glacier Bay following an engine room fire. Responding promptly, Sapphire Princess dispatched a water shuttle to transfer all 67 individuals from the Wilderness Discoverer to the Princess ship.

“Sapphire Princess dispatched a water shuttle to transfer all 51 of the passengers and 16 crew from the Wilderness Discoverer to the Princess ship. We are pleased to report there are no injuries and that our crew aboard Sapphire Princess are feeding and taking great care of these passengers.” said a press release from Princess Cruises.

The cruise line is working closely with the US Coast Guard and local authorities to support these passengers in their forward travel.

The successful rescue operation shows the effectiveness of the Safety of Life at Sea (SOLAS) regulations, which mandate that ships near a distress signal must provide assistance. The crew of the Sapphire Princess, led by Captain Todd McBain, provided a swift and effective response.

“We are proud to have been able to render assistance and would like to take this opportunity to thank the crew of Sapphire Princess led by our Captain Todd McBain as well as our colleagues with the U.S. Coast Guard on this positive outcome.” the representative from Princess Cruises said.

Wilderness Discoverer

UnCruise Adventures, the company that operates the Wilderness Discoverer, confirmed the fire incident in a statement. The Wilderness Discoverer was in Glacier Bay National Park at the time of the incident.

“We are relieved to confirm that there have been no injuries resulting from the fire. Our highly trained crew promptly extinguished the fire using established emergency protocols, and CO2 was successfully deployed for everyone’s safety,” shared company Owner & CEO, Captain Dan Blanchard.

The cause of the engine room fire is yet to be determined, and an investigation is currently underway. Ten crew members remain onboard. 

UnCruise Adventures has assured that every effort is being made to minimize any inconvenience caused by the incident, including providing full refunds to all passengers affected and arranging hotels and flights home. 

“Our commitment to our guests’ satisfaction remains unwavering, and our crew is working with guests and authorities to ensure expedited care,” Captain Blanchard said.

Despite the unexpected event, the Sapphire Princess continues its 7-day Voyage of the Glaciers Alaska itinerary that departed from Vancouver on May 31. The ship is expected to maintain its schedule, arriving in Whittier, Alaska, on June 7. 

The ship will continue sailing to Hubbard Glacier, Glacier Bay, Skagway, Juneau, and Ketchikan in Alaska, returning to Vancouver on June 14. 

Carnival Cruise Ship Speed Issue Having a Lasting Impact

Guests booked on upcoming sailings of Carnival Panorama have begun receiving notifications of the ship’s ongoing technical issues that impact its maximum cruising speed and therefore are causing itinerary delays, including delaying the ship’s return to its Long Beach homeport.

This can cause expensive complications for guests with post-cruise travel plans, and impacted travelers will want to make appropriate arrangements to adjust for the delays.

Carnival Panorama Cruising Speed Still Affected

The June 10 and June 17 sailings of Carnival Panorama – both 7-night Mexican Riviera itineraries – are just two of the future cruises impacted by the ship’s ongoing technical difficulties impacting its maximum cruising speed, and guests booked on the voyages have begun receiving notifications about itinerary adjustments.

“The ship is experiencing an issue that is affecting its maximum cruising speed and our team is working on a repair plan. As a result, we have made an adjustment to the itinerary for your cruise,” the emails explained. “Departure from Cabo San Lucas is now set for 2:00 PM and the return to Long Beach will be at 9:30 AM.”

In the original itinerary plan, the ship was expected to depart Cabo San Lucas at 2:30 p.m. and arrive in Long Beach at 9 a.m.

These changes – leaving Mexico just 30 minutes earlier than expected, and arriving in California 30 minutes later than expected – may seem minor, but they can have a dramatic impact on travelers who may have early flights scheduled from Long Beach Airport (LGB) or Los Angeles International Airport (LAX).

“We recognize that this may present an inconvenience and apologize for this change,” the emails concluded.

Similarly, guests who may have booked independent shore tour arrangements will need to contact their tour operator to advise them of the time adjustment to ensure they are not late returning to the ship.

If the “issue” affecting the ship happens to worsen, the Vista-class ship may be further delayed and return to Long Beach even later, impacting even more travelers’ post-cruise plans.

It should be noted that the ship’s safety systems, food and beverage operations, and hotel services are not impacted by this issue in any way, and all venues and activities continue to operate as planned.

Issue Unidentified

Carnival Cruise Line has not specified what issue is impacting Carnival Panorama‘s cruising speed, only that a repair plan is being formulated.

Guests booked on upcoming cruises, however, have reported similar letters and time adjustments at least through early July, and additional sailings may continue to be impacted if the proper repairs cannot be made to the vessel in the next few weeks.

Specialized parts or the expertise of individual engineers could be necessary to implement appropriate repairs, and it may be some time before Carnival Panorama can be back up to full cruising speed.

The 133,500-gross ton vessel has had similar issues previously, most notably in August 2021 when sailing on the same itineraries with similar time adjustments to compensate.

Carnival Panorama is currently homeported in Long Beach, California, offering 7-night round-trip Mexican Riviera itineraries that call at Puerto Vallarta, Mazatlan, and Cabo San Lucas.

In October, the ship will begin offering more varied itineraries, including 6- and 8-night options with La Paz and Ensenada added as ports of call depending on cruise length and sailing date.

Hopefully, the engine issues will be resolved long before the new itineraries begin, and cruise travelers can enjoy their full time in port and on-time arrivals back to Long Beach without difficulty.

  • If you’ve never surfed before and are hesitant about the FlowRider, start by watching as a spectator. This will calm your nerves, and you’ll be able to pick up the move quickly.

What Is EPIRB on a Cruise Ship?

EPIRB stands for Emergency Position Indicating Radio Beacon. This distress beacon is used in the case of an emergency as an alerting system.

When an EPIRB is activated, it transmits an SOS message on the 406 MHz frequency. This message indicates to Search and Rescue that a ship or vessel is in trouble at sea.

It is usually reserved for times of grave or imminent danger, where immediate assistance is required. There are instances when an EPIRB is activated by accident, so authorities often first check to see if it wasn’t mistakenly activated. Once verified, Search and Rescue usually initiates a response within minutes. 

It is mandatory for every ship at sea to have at least one EPIRB. They must be registered with the National Search and Rescue relevant to the specific ship.

There is a unique identification number programmed into each one. This number is recorded when you register your EPIRB and used to identify your vessel in case of use.

In general, the EPIRB is usually located at a clear location on the ship, where it can be easily sighted in case of emergency. Places where EPIRB devices are commonly put, include the ship’s top deck or the wing of the bridge.

Carnival Names First-Ever Ship Godfather for Carnival Venezia

Carnival Cruise Line has announced that the new Carnival Venezia, currently making its way to New York on its inaugural sailing after joining the Carnival fleet, will not have a godmother, but will be the first of the line’s ships to have a ceremonial godfather.

Late night talk show host and comedian Jay Leno will have the honor, and will christen the ship in a naming ceremony on June 14, 2023.

Carnival Venezia will be the first-ever Carnival cruise ship to have a godfather, rather than a godmother, Carnival Cruise Line has announced as the ship is less than two weeks from its formal christening.

“Carnival Venezia originally entered service for our Italian sister brand Costa Cruises and was christened in 2019, so she already has a godmother,” said Christine Duffy, president of Carnival Cruise Line.

Costa Venezia’s godmother is Gan Beiye, the matriarch of a Chinese family who are fans of Costa Cruises and had been sailing with the line for several years before Costa Venezia debuted. As the ship was designed for the Chinese cruise market and debuted in Shanghai, the relationship was a natural one.

Now, as Costa Venezia prepares to debut in the Big Apple and bring “Carnival Fun, Italian Style” to cruise fans, it is only appropriate that the new ceremonial godparent be a New York native with Italian heritage.

“With Carnival Venezia joining the fleet and sailing from New York, we wanted to ensure a proper welcome for the ship and decided having a godfather would be both fun and appropriate,” said Duffy. “And when we thought of someone who would make a FUN godfather with Italian heritage, we knew Jay Leno would be the perfect godfather!”

Celebrated late night talk show host, comedian, and noted collector of vintage cars and motorbikes, Jay Leno is the ideal choice to welcome Carnival Venezia. He is a native of New Rochelle, New York, and the grandson of immigrants from Flumeri, Campania, Italy.

“I am truly honored to be named the godfather of Carnival Venezia. It was an offer I couldn’t refuse,” said Leno. “Carnival’s focus on FUN combined with the Italian theming of this ship is something that is truly unique. I’m also excited to have my very own cruise ship, although I think I’ll need a bigger garage!”

Leno is best known as host of the top-ranked late night talk show, The Tonight Show, from which he retired in 2014. He also produces and hosts the CNBC primetime series Jay Leno’s Garage, writes a regular column on car restoration and maintenance for Popular Mechanics, and is involved in multiple charitable causes.

Leno has also been involved with Carnival Cruise Line previously, having been part of the Carnival LIVE entertainment series.

The naming ceremony for Carnival Venezia will be Wednesday, June 14, 2023, in New York. Further details about the event have not yet been announced, but will include the traditional blessings for a new vessel to wish her and all who sail on her safety and fun.

The ship is currently in the midst of her first voyage, a 15-night transatlantic crossing from Barcelona to New York. Guests onboard the revitalized ship are enjoying port of call visits to Malaga, Spain; Gibraltar, UK; Lisbon and Ponta Delgada, Portugal; and Halifax, Nova Scotia.

It is a star-studded voyage indeed, not only with Jay Leno to join the ship in New York, but with Christine Duffy as well as Carnival’s Chief Culinary Officer, Emeril Lagasse, onboard for the beginning of the sailing.

New Vibes on a New Ship

Carnival Venezia has spent more than two months in wet and dry dock in Cadiz, Spain being refit into her new personality. While much of the ship’s Italian architecture has been preserved, new updates have incorporated Carnival Cruise Line’s unique and distinctive brand of fun aboard.

Now on the ship are popular Carnival venues such as Guy’s Burger Joint, Bonsai Sushi & Teppanyaki, the Fahrenheit 555 steakhouse, Camp Ocean, and more.

A new elevated Italian specialty restaurant, Il Viaggio, has also been added, offering regional specialties to bring authentic Italian fare to guests.

The ship’s exterior has also been updated to reflect her new cruise line, with new blue-and-gold livery to reflect Costa Cruises but with the patterning and graceful lines that match Carnival Cruise Line’s red-white-and-blue livery.

Carnival Venezia will remain homeported from New York sailing a variety of Bermuda, Bahamas, Canada, New England, and longer Caribbean itineraries through mid-December 2024, at which time she will be redeployed to Port Canaveral to offer Eastern, Western, and Southern Caribbean cruises as well as occasional Panama Canal sailings.
