Celebrity Ship Performs Second Rescue at Sea in Five Days

Celebrity Beyond rescued another boat of refugees near Cuba on Saturday, January 7, 2023, the cruise ship’s second such rescue in just five days, following a similar rescue operation on January 2. This incident involved four individuals, all of whom were turned over to the United States Coast Guard (USCG) in accordance with standard procedure for such rescues.

Another Refugee Rescue for Celebrity Flagship

The Edge-class Celebrity Beyond was sailing the last sea day of a 5-night, Western Caribbean sailing when the small boat with four refugees aboard was spotted in the Straits of Florida. The cruise ship responded and pulled alongside, tossed a rope to the small craft, and offered assistance.

The USCG was contacted, and coordinated with Celebrity Beyond to take the refugees into custody. It is most likely they will be repatriated to their home country, which is standard practice for these incidents when individuals are found in U.S. waters without appropriate authorization or documentation.

While authorities have not confirmed the refugees’ nationalities, the individuals did apparently speak with guests onboard the cruise ship, telling that they’d left Cuba and been adrift for the past 10 days.

After the encounter, Celebrity Beyond continued on its route back to Port Everglades, with no delay anticipated for the ship’s arrival back in Fort Lauderdale on Sunday, January 8. The next cruise, a 7-night roundtrip Eastern Caribbean sailing visiting St. Maarten, St. Thomas, and the Dominican Republic, should not be affected.

Second Rescue in Five Days

This is the cruise ship’s second refugee incident already in the new year, as Celebrity Beyond rescued 19 refugees from a makeshift boat constructed mostly of styrofoam on January 2, in the same general region.

Unlike the first incident, however, the craft in this encounter appeared to be more sturdily made of wood, with what appeared to be a windsurfing sail attached near the bow for an attempt at steering. Only four refugees were aboard the boat.

As is customary, all refugees would have received food and water, as well as any necessarily medical attention, before being transferred to authorities.

It is not known what happened to the small boat the refugees were travelling in, but most likely it would have been left adrift, with the position noted so the Coast Guard could later remove it to prevent it from being a hazard to other vessels in the high traffic area.

So Many Rescues

In addition to this second rescue by Celebrity Beyond, the number of refugee encounters by other cruise ships has also risen sharply from the end of 2022 and into the first days of 2023.

It must be noted that these are only the confirmed, reported refugee encounters, and does not include refugee rescues made by military craft, cargo ships, or private vessels. Nor does this account for any refugee craft that make it safely across the Straits of Florida, or those that unfortunately may sink or founder on the hazardous journey, or any vessels that turn back to Cuba.

At this rate, cruise ships may make hundreds of refugee rescues in 2023, though it is unlikely that the high number of encounters will continue throughout the year. During the Atlantic hurricane season (June 1 through November 30), the number of refugee craft spotted generally decreases, as conditions are much more hazardous to attempt such desperate voyages.

Furthermore, winter is the busiest season for Caribbean cruises, but in the summer there are fewer vessels sailing in the Straits of Florida and therefore fewer opportunities for any refugee craft to come into contact with a cruise ship.

Norwegian Cruise Line Removing Ports to Lessen Carbon Footprint

Norwegian Cruise Line has reached out to guests booked aboard another ship with itinerary changes in the name of sustainability. Guests looking forward to sailing on Norwegian Joy from New York City to Virginia Beach and Bermuda in the coming months will now only be visiting Bermuda, as Norfolk has been removed as a port of call from multiple itineraries.

Multiple Cruises Changed for Norwegian Joy

Travel agents and guests booked aboard multiple upcoming cruises on the Breakaway Plus-class Norwegian Joy are being informed of an itinerary change that includes a cancelled port of call. On many of the ship’s scheduled “Bermuda Virginia Beach” sailings, the call in Norfolk, Virginia, has been cancelled with no replacement port visit.

Instead, the ship will depart New York City as planned, spend two days at sea en route to Bermuda, enjoy the planned extended stay in that unique tropical destination, then return directly to New York without any other port visits.

A variety of 7-night roundtrip sailings have been impacted by this change, including the following departure dates:

  • May Departures: 21, 28
  • June Departures: 4, 11, 18
  • July Departures: 30
  • August Departures: 6, 13

Additional sailings may also be impacted as Norwegian Cruise Line continues to refine itineraries and schedules, and booked guests should stay in close communication with their travel agent and the cruise line via email and text message to be sure they are updated as plans may be adjusted.

It should be noted that Norwegian Joy‘s classic “Bermuda” itineraries remain unaffected, as Norfolk was never included as a port of call on those sailings, but the ship will now be operating many of the “Bermuda Virginia Beach” sailings without the “Virginia Beach” component.

Norwegian Joy weighs in at 167,725 gross tons and can welcome as many as 3,883 guests aboard at double occupancy, with 1,700 crew members to provide excellent service along the way.

Why Remove a Port of Call?

Sustainability has been cited as the reasoning behind the change.

“As part of our global sustainability program, Sail & Sustain, we are continually seeking opportunities to reduce our overall carbon footprint, and recently committed to pursuing net zero greenhouse gas emissions across our operations and value chain by 2050,” the notification email read. “To support this mission, we have optimized our arrival and departure times.”

This is identical language in letters to booked guests announcing different changes for sailings aboard Norwegian Getaway. For that ship, changes included removing Puerto Plata as a port of call for the ship’s January 8 sailing, as well as adjusting visit times in other ports of call.

Similarly, Norwegian Getaway also had its call to San Juan, Puerto Rico shortened by one hour for the ship’s January 20 sailing.

Removing a port of call permits a ship to reduce speed, which in turn promotes better fuel efficiency and lower emissions.

It is also possible that the changes could be somewhat related to new speed limits introduced to protect endangered north Atlantic right whales (Eubalaena glacialis), though this is unlikely because the whales’ typical migration season is from mid-November through mid-April, well outside the dates of Norwegian Joy‘s adapted sailings, and the speed limits will not be in effect.

Right whales birth their calves in southern waters, however, and Virginia is well within the animals’ typical range, even if they are not migrating at the time of the peak cruise season. It has been proven that not only are collisions a threat to the whales, but ocean noise can also be detrimental to the whales’ communication and ability to find food, attract mates, and navigate.

Considerations for other wildlife may also play a role in these itinerary adaptations, with other marine animals such as sea turtles, dolphins, sharks, and other wildlife all impacted by cruise ships and increased marine traffic.

Boarding Time Adjustments for Royal Caribbean Ship

Royal Caribbean International has notified guests booked aboard several Allure of the Seas cruises to adjust their boarding times on upcoming cruises from Galveston.

While the delay is just for one hour, the fact that multiple cruises have been alerted to the same change may indicate growing pains for the newly opened cruise terminal.

Embarkation Delays for Allure of the Seas

Guests booked on a number of sailings for Allure of the Seas have been notified about pushing back their boarding times by one hour and advised that the ship will also set sail one hour later than originally scheduled.

“To allow for additional time to complete the debark process from our previous sailing, we kindly as that you arrive 1 hour after your previously selected arrival time,” the email said.

“Space in the terminal can only accommodate a specific number of guests, so those who arrive sooner will be turned away and asked to return during their new time to avoid overcrowding in the terminal.”

The email also notes that should guests disregard the adjusted times and arrive early, they may be required to wait outdoors in all types of Texas weather conditions.

While the weather in southeastern Texas is generally pleasant in January, with average daily temperatures in the mid-50s Fahrenheit (12-14 Celsius), if these delays continue the weather can quickly become uncomfortable.

Worth Reading: Time Change Confirmed Across Almost All Carnival Cruise Ships

In July and August, for example, the average daily temperature is roughly 85 degrees Fahrenheit (30 Celsius), with higher precipitation and humidity that can make waiting outside very unpleasant.

“Thank you for your understanding and cooperation. We can’t wait to welcome you onboard soon!” the email concludes.

Sailing From Galveston

Allure of the Seas is currently homeported in Galveston, and is sailing primarily 7-night Western Caribbean cruises that visit Roatan, Costa Maya, and Cozumel.

The Oasis-class ship is sailing from Royal Caribbean International’s new 161,334-square-foot cruise terminal, which has facial recognition software for customs and passport screenings as well as other updated features to support a smoother, faster, more efficient embarkation and debarkation process.

These adjusted embarkation times, however, have been going on at least since mid-December, and may indicate other issues impacting how fast passengers can be processed between cruises on the mega-ship.

Why the Delay?

Allure of the Seas is the fifth-largest cruise ship in the world, welcoming as many as 5,484 guests per sailing when booked at double occupancy, and home to as many as 6,780 guests when fully booked with all berths filled.

With so many guests onboard each sailing, it may be taking longer than initially anticipated to process baggage through the terminal to be collected, or there may be staffing concerns at the terminal without enough personnel to process baggage, handle customs and passport checks, or otherwise complete the necessary duties for debarkation and the following embarkation.

Royal Caribbean Galveston Terminal

It is also possible that not all security checkpoints or other necessary technology are yet working at full capacity, slightly slowing the steps for processing passengers.

Delays could also be the result of issues onboard the ship, such as lower staffing rates for stateroom stewards that make it more challenging to turn over all 2,742 staterooms in time for new guests to arrive. A slight embarkation delay can then provide more time for essential housekeeping chores, which could make it possible for more guests to go directly to their staterooms when they board.

Finally, it is also possible that the cruise line could be testing a slightly more relaxed debarkation process, permitting guests onboard more time to enjoy the final morning of their cruise before they depart the ship.

Regardless of the reason, it is important that all passengers booked on Allure of the Seas – or any cruise ship – stay in close contact with their cruise line for embarkation time updates and other adjustments as their sailing date approaches.

Carnival Cruise Line to Bring Back Popular Onboard Tour

Carnival Cruise Line’s popular “Behind the Fun” onboard ship tour will soon be returning for the first time since the industry-wide pandemic shutdown. This unique tour takes guests into crew-only areas of the ship and offers insights into what it is really like operating, working, and living on a cruise ship.

Behind the Fun to Return

Carnival Cruise Line will soon be bringing back the highly popular “Behind the Fun” tour that takes guests into crew-only areas onboard the ship, including operational areas. The cruise line’s brand ambassador, John Heald, hinted of the tour’s return recently on social media.

“A look behind the crew only door will be returning in early February,” Heald said.

The exclusive, small group tour is one of the last features still on hold since cruising resumed in mid-2021.

Initially, along with other group features such as VIFP loyalty parties, children’s programs, and elite events such as the Chef’s Table dining experience, the tour was suspended to minimize crowding and reduce the risk of potential disease transmission. In the case of the Behind the Fun tour, this precaution was not just for participating guests, but also for crew members working behind the scenes.

Once cruising resumed and restrictions began to ease, staffing issues continued to cause challenges with offering small group experiences, and the cruise line focused its efforts on maximizing service to the most amount of guests. As staffing improved, however, different features were gradually brought back.

The parties for Carnival’s “Very Important Fun Person” loyalty program resumed in late June, for example, while the Chef’s Table experience resumed from June 30, 2022. Children’s programs and other onboard programming have also resumed.

Now, the Behind the Fun tour is slated to return in February 2023, though other than “early” there has been no confirmation of the exact date the tour will begin to be available. It is likely that the tour will start on different ships on different dates, with tweaks and adjustments as needed to provide the best experience for guests on different vessels.

About Behind the Fun

Behind the Fun is described as the “ultimate tour” onboard Carnival’s ships, exploring beyond public areas. While the exact tour will vary based on ship operations and class of vessel, each tour typically visits exclusive areas such as the bridge, engine control room, main galley, food store rooms and freezers, and laundry rooms. Tours may also include a look at the ship’s brig, backstage show areas, the “I-95” crew corridor, and more.

Furthermore, the tour usually also includes some looks at crew living areas, such as crew dining rooms, lounges, and quarters, giving guests unique insights into the daily life of living aboard a cruise ship full-time.

Behind the Fun is only offered once per sailing on each vessel, and is limited to no more than 16 participants to ensure a good experience and to maintain security protocols. At different locations, crew members offer short lectures and answer questions about operations.

Tours last from 2-3.5 hours depending on the ship and available areas to see, and range in price from $55-95 (USD) per person. Tours on larger vessels, such as Carnival Celebration and Mardi Gras, are longer and more elaborate than tours on smaller vessels such as Carnival Elation and Carnival Paradise.

Due to security protocols, no bags, cameras, cell phones, or other recording devices are permitted.

Guests participating in the Behind the Fun tour must wear close-toed shoes and be able to navigate steep stairways and narrow hallways, and the tour includes moderate to extensive walking. Bathing suits and skirts are not permitted. Guests must be at least 8 years old, and all guests under age 18 must be accompanied by a participating adult.

Mementos of the Event

Not only do guests joining the Behind the Fun tour get amazing memories of the experience, but each guest also receives some commemorative gifts as part of their tour.

Each guest receives a limited edition baseball cap embroidered with “Behind the Fun” and “Honorary Team Member”, caps that are not available for purchase. Complimentary photos of the group as well as individuals (or family groups) are also provided.

Additional gifts that are occasionally included are exclusive lanyards, drawstring tote bags, soaps, drink samples, and chocolates, depending on the vessel and what amenities are available onboard.

Guests interested in booking the Behind the Fun tour should do so as soon as they board their Carnival cruise to reserve their spot. This tour, typically offered on the last sea day of each sailing, is not available to book online. Because it is a small group, once-per-cruise experience, available spaces fill up quickly.

Second Rescue for Virgin Voyages in Less Than a Week

Virgin Voyages’ Valiant Lady has assisted a boat of refugees near Cuba, the cruise line’s second such encounter in less than a week. Unlike the first encounter by Scarlet Lady on New Year’s Eve, however, the refugees from the latest incident chose not to board the cruise ship, but accepted supplies and continued on their way.

Valiant Lady Responds to Boat in Distress

Valiant Lady is currently sailing a 4-night roundtrip sailing from Miami, with calls on Key West, Florida and Bimini, The Bahamas. The ship departed from Miami on Wednesday, January 4, 2023, with a day at sea to enjoy before the call on Key West.

It was on the afternoon of that day at sea on Thursday that the ship spotted a small boat in the Straits of Florida between Cuba and the Florida Keys, roughly 75 miles (120 kilometers) southeast of Key West and almost directly south of Duck Key.

The small boat or raft, which was low in the water, appeared to be using a white piece of cloth to signal distress, though the cloth could also have been intended as a makeshift sail or shade for the boat’s several occupants.

Valiant Lady sent out a rescue craft to check on the boat and the refugees chose not to come aboard the cruise ship, though they did accept food and water. After a short time, the rescue boat returned to the cruise ship, which then continued on its way to Key West.

The ship’s planned arrival to Key West at 8 a.m. on Friday, January 6, has not been impacted, and it is unlikely that there will be any need for arrival or departure time adjustments.

This is the second refugee rescue for a Virgin Voyages ship in less than a week, as Scarlet Lady rescued 18 individuals from a makeshift boat on December 31, in the same general region. In that incident, the small boat was dangerously overcrowded and taking on water, so the refugees were taken aboard Scarlet Lady until they could be transferred to a United States Coast Guard (USCG) vessel.

Why Not Bring the Refugees Aboard?

Cruise ships are obligated under maritime law to render assistance to any boat in distress, but there is no requirement that individuals be brought aboard the larger ship if they refuse that assistance, unless their lives are in immediate danger. At no time are any refugees considered prisoners or fugitives, and they are always accorded respect and humanitarian aid as necessary.

In the case of Valiant Lady, it appears that the refugees refused the offer to board the cruise ship, preferring instead to stay aboard their small craft with the hope they could make it safely to Florida.

Valiant Lady, the second “lady ship” of Virgin Voyages’ fleet, would have reported the location and nature of the encounter to the USCG, and the authorities would have sent a vessel to investigate and render additional aid as needed, or to take the refugees into custody if they were officially within United States waters without appropriate documentation.

In most cases, such refugees are safely repatriated to their home countries.

Valiant Lady only debuted with Virgin Voyages in March 2022, but is already honoring maritime traditions with her swift assistance to this refugee boat. With increasing numbers of refugees being encountered in the Straits of Florida, however, it is unlikely to be her last encounter with such a makeshift craft.

Holland America Cruise Ship Is Latest to Rescue Refugees

Holland America Line’s Rotterdam is the latest cruise ship to rescue refugees in distress, having encountered not one, but two makeshift boats on Tuesday, January 3, 2023.

While one boat was empty, the second held two refugees who were taken aboard the cruise ship. This incident is one of several encounters between different cruise ships and refugee craft already in the first week of the new year.

Rotterdam Rescues Pair of Refugees

The Pinnacle-class Rotterdam, the newest ship in Holland America Line’s fleet, encountered the refugees during the afternoon of a day at sea as the ship was returning to Fort Lauderdale after a port visit to Cozumel, Mexico. As with many other refugee encounters, the incident occurred in the Straits of Florida between Florida and Cuba.

At first, the cruise ship spotted an overturned boat in the water, easily visible due to its white bottom hull. Rotterdam‘s captain announced that the ship was a known abandoned craft that had been discovered on January 2, with 13 refugees rescued by a Princess Cruises ship.

The United States Coast Guard (USGS) had been notified of the abandoned craft and would be picking it up shortly to eliminate the marine hazard to other vessels.

Guests onboard Rotterdam reported that about 30 minutes after the first encounter, a second craft was spotted, this one a smaller blue raft with two individuals aboard. The cruise ship adjusted course slightly to rendezvous with the refugees, both male, and took them aboard as their craft was not seaworthy for the region.

The USGS was again notified of the encounter, as is standard procedure, and would be prepared to take custody of the refugees as soon as possible. As is the case with most encounters, the individuals would likely be repatriated to their home country at the earliest opportunity.

After the encounters, Rotterdam resumed course for Fort Lauderdale, adjusting to a higher speed to avoid any delays. The ship returned to its homeport without any further incidents.

Refugee Encounters on the Rise

While encounters with wayward refugee craft are nothing new, such encounters have dramatically risen in recent months, particularly in the waters near Cuba. In just the first few days of the new year…

These are just the confirmed and documented rescues by cruise ships already in 2023, and does not include multiple rescues in the last few days of 2022, encounters by any other types of vessels, refugees who may have perished without being sighted, or even those fortunate few who may have made it successfully to land.

In fact, refugee rescues have been rising dramatically in recent months, both with refugees taken aboard cruise ships as well as several encounters where aid has been offered but either not needed or refused and the refugee craft have continued on their way.

Why Take Such a Risk?

Refugees are desperate to seek a better life for themselves and their family, often fleeing from oppressive political regimes, dire economic situations, criminal warrants with severe punishments, or other harsh circumstances that make taking the risk of crossing open and potentially hazardous waters appealing.

At their closest point, roughly between Havana and Key West, Florida and Cuba are just 95 miles (153 kilometers) apart. The region is heavily used not only by cruise ships but also by cargo vessels and private craft, and also patrolled by the USGS, increasing the likelihood that a small craft could be spotted by a larger, better-equipped vessel for a safe rescue.

When refugees are picked up, they are not automatically brought into the United States, however. Each encounter is reported to the proper authorities, most often the Coast Guard, who will then assume responsibility for the refugees.

All refugees are treated humanely with food, water, and medical treatment as needed, but most often they are repatriated to their home countries.

There is very little to deter desperate refugees from making a second, third, or fourth attempt to successfully cross the Straits of Florida, however, and when necessary, cruise ships will continue to render aid to anyone found in distress on the sea.

Two MSC Ships Embark on Simultaneous World Cruises

It was an industry first on January 5 when two MSC Cruises ships departed at the same time and from the same port, Genoa, to embark on world cruises. MSC Magnifica and MSC Poesia sailed together through the Western Mediterranean and parted ways as they began their transatlantic crossings.

5,000 Guests Onboard MSC World Cruises

MSC Cruises made history at the Italian port of Genoa as its MSC Magnifica began a 119-day world cruise and the MSC Poesia launched her 117-day voyage, both to far flung and exotic destinations. About 5,000 guests are aboard the two ships; MSC Magnifica has a capacity of 3,223, while MSC Poesia can accommodate 2,500.

The cruise line in October 2021 had canceled the MSC Poesia’s world cruise in 2022 due to port limitations stemming from the pandemic. At the time, the ship’s 2023 world cruise aboard MSC Poesia was already sold out, so MSC Cruises scheduled the MSC Magnifica to operate a second world cruise this year, following the same itinerary MSC Poesia was to sail last year.

Where the MSC Ships Are Heading

When the ships part company at the edge of the Western Mediterranean, MSC Magnifica will cross the Atlantic Ocean to South America, rounding Cape Horn and cruising to Peru before heading to French Polynesia, Australia, and India. The ship will call at ports on the Arabian peninsula, transit the Suez Canal and return to the Mediterranean.

MSC Poesia will cross the Atlantic to the Caribbean, transit the Panama Canal and sail the Mexican Riviera, heading up the US West Coast to San Francisco. The ship will continue to Hawaii, New Zealand, Australia, the Philippines, Japan, China, and Hong Kong before calling at Dubai. It also will transit the Suez, returning to the Mediterranean after calling in Greece.

Both ships are MSC Musica-class vessels; MSC Magnifica entered service in 2010 and MSC Poesia in 2008.

Famous Chefs to Join Both World Cruises

MSC Cruises said that passengers aboard both world cruises will experience special international culinary offerings when guest chefs join the sailings to prepare custom, multi-course menus. Veteran Brazilian Chef and Restauranteur Allan Vila Espejo will visit both ships and prepare Brazilian specialties such as Manioc soup and Bahia-style fish stew.

MSC Poesia will welcome two additional chefs. Japanese-American Chef Roy Yamaguchi will prepare favorites such as grilled teriyaki pork chop with Hawaiian chimichurri, while Michelin-starred Swedish chef, TV personality and author Niklas Ekstedt will serve cuisine focused on natural ingredients.

On MSC Magnifica, Peruvian Chef James Berckemeyer will entice guests with a menu of Peruvian veal cheek and local caramel pudding.

Other highlights on both ships include special enrichment programs, champagne tastings, guest lecturers and entertainers, and 30 full-scale production shows, among other activities.

MSC Poesia will sail a world cruise in 2024, featuring a new itinerary that will include calls in South Africa, South America, the Caribbean, the US and Canada, plus Greenland and Iceland. A special feature for next year’s world cruise, which is open for bookings, is an exploration of the Amazon River in Brazil.

Royal Caribbean Cruise Ship Experiences Unusual Water Incident

Royal Caribbean International’s larger ships are well known for their amazing aqua shows and water features, but guests aboard Harmony of the Seas got an unexpected watery surprise this week when a pool overflowed after an emergency course correction. No injuries were reported, but the flooding and subsequent 6-deck waterfall was dramatically captured on video.

Pool Overflows on Harmony of the Seas

The incident occurred on Tuesday, January 3, 2023, as the Oasis-class cruise ship was enjoying a day at sea. Harmony of the Seas had left her homeport, Port Everglades in Fort Lauderdale, on December 31 and spent two days in The Bahamas – Nassau on January 1 and CocoCay, the cruise line’s private island on January 2 – before heading to the next port of call, Cozumel, Mexico.

Harmony of the Seas Pool

While sailing through the Straits of Florida between the Sunshine State and Cuba, the ship spotted a refugee raft at the last moment, and made a hard turn to avoid a collision with the smaller craft. This maneuver, while dramatic and startling for those onboard, is safe and is designed to protect the smaller craft from a head-on impact with the cruise ship.

This meant, however, that loose items on the cruise ship would shift abruptly, including water in its main pools on Deck 15. The water overflowed, spilled across a narrow portion of the deck and over the open space in the center of the ship, tumbling six decks down to Deck 8 (Harmony of the Seas does not have a Deck 13).

Dramatic video captured the “waterfall” onto the ship’s Central Park space, which is open to the sky – and water – above. The water is coming from the ship’s starboard side, indicating that it is likely from the popular “Beach Pool” while some may also have overflowed from Splashaway Bay, also on the starboard side of Deck 15.

If all pools, whirlpools, waterslides, and water play areas aboard Harmony of the Seas were combined, the ship carries more than 600,000 gallons of water.

No Injuries or Damage Reported

While the incident is visually dramatic and provided a good soaking to the Central Park area, no significant damage or injuries were reported. It is possible that some of the more than 10,000 plants in the open-air space will suffer, however, if the water that may have spilled onto them was either heavily chlorinated or salt water.

Normally, a special “Fertigation” unit is used to irrigate and nourish the living accents of Harmony of the Seas‘ Central Park, including the more than 50 trees and two unique living walls that decorate the space. Immediately after the incident, crew members were cleaning up the spillage and drying out the deck to minimize any aftereffects.

No Rescue Needed

While the ship’s hard turn was due to spotting a refugee life raft, it was later determined that the raft was empty and there was no need to stop to assist anyone in distress.

Refugee rescues have been on the rise in recent months, particularly in the Straits of Florida as desperate individuals seek to leave Cuba and navigate their way to the United States. Cruise ships are bound by maritime law to offer assistance, whether that means providing supplies, helping repair damaged craft, or taking refugees aboard if the small craft is no longer seaworthy.

There is no way to know where the empty raft Harmony of the Seas avoided originally came from, or if it was left adrift by another cruise ship’s earlier rescue.

On December 31, Virgin Voyages’ Scarlet Lady rescued 18 refugees from a sinking boat in the same general area, while on January 2, Celebrity Beyond rescued 19 refugees from a makeshift boat built largely of styrofoam.

Three Carnival Cruise Line ships – Carnival Sunrise, Carnival Dream, and the line’s new flagship, Carnival Celebration, have also rescued a total of more than 40 refugees in the same region in the past week.
